General provisions

  1. This Code defines the basic rules of corporate culture and behavior of teachers and employees of the Ural Medical College Maksat (hereinafter referred to as the College)
  2. The College staff has formed a mission: to provide modern quality education focused on training competitive, competent specialists with high civic and moral qualities capable of successful professional activity.
  3. Teachers and staff share the mission of the college and believe that its implementation requires a qualitative change in the corporate culture of the college, which would allow employees, teachers and students to successfully adapt to the system of norms and values existing in the college, to form standards of behavior and responsibility for their implementation.
  4. Corporate culture is a value-normative basis for the implementation of a complex of management technologies, including principles, values, traditions, standards (work, behavior, interaction), corporate identity, corporate events of the college. Teachers and staff trust the strategy and tactics of college management, take responsibility for the implementation of the goals set and feel their involvement in the success of the college.
  5. This Code is developed on the basis of the legislation of the Republic of Kazakhstan, generally recognized moral and ethical principles and norms, the Charter of the College and the Rules of the internal labor regulations of the college.

General corporate principles of the College

  1. Continuous development and improvement. We adequately assess ourselves, we can identify our strengths and weaknesses. We are open to change and innovation, strive for improvement and creative growth.
  2. Professionalism. We highly value competence. Everyone does what they can do better than others, sharing their experiences and findings.
  3. Responsibility for what we say and do. This principle is manifested in the "transparency of management". Managers are the standard of attitude to work for employees. They are responsible for their words and actions, determine by their own example the level of attitude to work.
  4. Mutual support. We work as a team. We are one family. We respect and support each other. The ability to work in a team is basic for college employees.
  5. Optimism, positive attitude. We feel so strong that we can give our warmth, our positive feeling of life to others.

Rules of relations between employees

  1. The relationship between employees is based on the principles of mutual respect, rudeness, profanity, infringement of the honor and dignity of other persons, causing moral or material damage to them, committing illegal actions are not allowed.
  2. Various forms of relationships between employees of different structural divisions are encouraged: joint discussion and resolution of work issues, project implementation, and leisure activities.
  3. When resolving problems arising in the work process, college staff are primarily guided by the principles of justice, humanity, the rules of this Code, current legislation and other rules reflected in documents protecting civil rights.
  4. In the event of a conflict situation between employees or departments, the priorities in resolving the conflict are the interests of the college, the norms of morality and morality.
  5. Any methods of humiliating people are prohibited in the college. The basic principles that guide all employees are mutual respect based on business ethics, fairness and honesty in relations between team members.
  6. The employee shows an example of a professional attitude to the performance of official duties, is a model of decency, complies with the requirements of labor discipline, values the business reputation of the college.

Relationship between college management and staff

  1. The College builds relationships with employees on the principles of long-term cooperation, respect and strict fulfillment of mutual obligations. Both the employee and the employer are obliged to take into account in their activities all the conditions specified in the employment contract.
  2. When communicating on working issues of management and subordinates, attempts to pressure from any side, as well as the development of solutions that do not comply with current legislation, the principles of justice and the interests of the college, are unacceptable. Between employees of the same official level, it is allowed to resolve problems in a working manner, if this contributes to the most effective work. We welcome the solution of current issues by employees of the same level without involving management (within their competence).
  3. The management considers the human resource as a source of successful activity.The personal interests of employees and their value priorities are taken into account, attention is paid to the development of the employee's potential, ensuring his social guarantees.
  4. All employees of the college have equal opportunities in the field of career growth, as well as opportunities for self-realization. The factors influencing the success of a college career are the same for everyone.
  5. Employees can combine their main activities at the college with work in another organization, if this does not interfere with the quality performance of duties and does not harm the interests of the college.
  6. Employees contribute to the exchange of knowledge and research results, while focusing on the goals and objectives of the college's development and maintaining the priorities of its intellectual property.
  7. Teachers and staff do not take actions that harm the interests of the college, stop any attempts to discredit their honor and authority, never use any information to the detriment of the interests and business reputation of the college.
  8. Employees can openly express their opinions and make statements and suggestions to the governing bodies of the college, their structural units on issues of educational work and the organization of the internal life of the college.

Rules of conduct for teachers and students

  1. Employees and students at the meeting necessarily greet everyone, regardless of the age or status of the person. Students are the first to greet managers, employees and all teachers, regardless of whether they study with them or not. If there is a queue at the entrance doors, students should let teachers pass, men - women.
  2. A number of clothing requirements are mandatory. Upon entering the building, men must take off their hats. Students are encouraged to come to class neatly dressed and combed. Attend the training sessions only in special clothes - a white coat and a medical cap. It is forbidden to be in college in shorts or sportswear during classes. Hijab, beard and short trousers are prohibited in college.
  3. You should eat in designated places, but not in classrooms. It is unacceptable to leave garbage on tables, spit and litter, leave chewing gum.
  4. At various events: meetings, ceremonial meetings, business meetings, concerts, holidays, it is necessary to treat speakers with respect, observe silence and order.
  5. Smoking is prohibited in the premises and on the territory of the college.

Teachers build their relationships with students based on the following principles:

  • Give students the opportunity to feel their importance.
  • Celebrate good work.
  • Give other students an opportunity to familiarize themselves with this work.
  • Listen to the students' opinion, even if it is the opposite of yours.
  • Do not suppress the initiative.
  • Respect the student's personal dignity.
  • Try to address the student by name.
  • Be interested in the problems and concerns of students. Do not try to influence the student with an order or a reproach. Try to talk calmly and find out his problems.
  • Do not put forward excessively high requirements for passing an exam or a test that go beyond the scope of the curriculum.
  • Be equally fair to all students.
  • Evaluate their work objectively, based on specific cases, and not on personal sympathies.
  • Set a positive example. Don't expect students to follow your rules if you don't follow them yourself.

The teacher is prohibited:

  • conduct political and religious agitation in the classroom;
  • create nervous tension in the classroom;
  • show disrespect to the student, be arrogant or vice versa, allow familiarity, humiliate the personal dignity of students (use obscene expressions, rudely shout at students, give students nicknames, make sarcastic remarks about the appearance and clothing of students, publicly discuss the personal life of students or their personal shortcomings without their consent);
  • discuss with students the professional and personal shortcomings of their colleagues;
  • conduct commercial advertising in training sessions;
  • expel a student from a training session;
  • do not disclose to students the content of the answers to most examination and test questions at lectures or do not indicate in advance which specific source, accessible to all students, contains answers to exam questions not disclosed in lectures. If there are no such textbooks, the information should be available to students in electronic or printed form;
  • change the evaluation criteria or conditions for retaking the exam or test during the exam itself, guided by your mood, or transferring impressions from others to some students. The conditions for obtaining each assessment and the possibility of retaking must be formalized and agreed in advance.

Students are guided by the following principles when studying:

  • in college, it is prohibited to be in a state of alcoholic, toxic or narcotic intoxication;
  • obscene, licentious behavior in any form is unacceptable: verbal, written or physical (obscene jokes, obscene expressions, offensive gestures, physical assault, etc.).
  • when communicating with teachers or staff, students should not allow familiarity with the interlocutor and slang expressions;
  • as a greeting and as a sign of respect, one should stand up at the entrance to the auditorium of teachers and college leaders;
  • students are obliged to take care of the classroom fund, laboratory equipment, educational literature. Those responsible for their damage bear moral, material responsibility, up to expulsion from college;
  • students should be polite, tactful and friendly with the teacher.

Rules of interaction with external structures and mass media

In its activities, the college cooperates with educational and medical institutions, public organizations, government and commercial structures. When interacting with external structures, the college stands for open and honest relationships, adheres to high standards of business ethics.
In relations with external structures , the college is guided by the following principles:

  • responsibility and consistency in the performance of their obligations;
  • following ethical principles;
  • reliability of the information provided;
  • openness and information transparency;
  • search for compromises in case of disagreements and disputes.

Students, staff and teachers of the college acting on its behalf comply with the norms and rules of business conduct.

The College stands for open and honest relations with the media, provides them with information about its activities.

When interacting with the media, teachers, staff and students of the college:

  • they act in the interests of the college, maintain its image, and do not take actions that harm its interests;
  • they do not allow the misuse of information obtained during the performance of their official duties;
  • they do not allow the dissemination of false information.


  1. Violation of the norms and rules of this Code is condemned by the public opinion of the college staff. In case of particularly serious violations, administrative penalties may be applied.
  2. The control of compliance with the Code and conflict resolution is carried out by the Pedagogical Council of the College and the Student Council.
